Senator Lincoln offered Amendment No. 1 : Page 1, line 15: Insert: 1995-02-14 Senate Journal Page 0274 HJR 13 WHEREAS the coastal plain of the Arctic National Wildlife Refuge comprises a core calving and nursery ground of the Porcupine Caribou herd; and WHEREAS the people residing within the boundaries of the Arctic National Wildlife Refuge have relied on caribou for subsistence for thousands of years, and continue to subsist on the Porcupine Caribou herd, a herd that is essential to meet the nutritional, cultural, and spiritual needs of these people; and Page 3, line 3: Delete: . Insert: ; and be it Page 3, line 4: Insert: FURTHER RESOLVED that the Congress join with the state to ensure the continued health and productivity of the Porcupine Caribou herd, and the protection of land, water and wildlife resources during the exploration and development of the coastal plain of the Arctic National Wildlife Refuge. Senator Lincoln moved for the adoption of Amendment No. 1. Senator Halford objected. The question being: "Shall Amendment No. 1 be adopted?" Without objection, it was so ordered. Senator Halford moved and asked unanimous consent that the resolution be advanced to third reading and placed on final passage.
